Reforestation Visa

Residency through qualifying forestry investment

Panama’s forestry investor framework connects residency with an eligible investment in reforestation, forest plantations or other activities authorized by the Ministry of Environment. Panama Residency helps you assess the route, the project and the application requirements together before you commit funds.

A considered investment decision, supported by a clear residency plan.

Project eligibility
Confirm the forestry registration and the proposed investment structure.

Documented investment
Prepare evidence linking the applicant, the funds and the qualifying activity.

Long-term planning
Understand the obligations that continue after residency is approved.

INVESTMENT OPTIONS

Two distinct permanent-residence pathways

B/.100,000

Provisional route

A qualifying forestry investment from B/.100,000 supports the provisional stage of the permanent-residence category. A subsequent application is required for definitive permanent residence.

B/.350,000

Direct permanent route

A qualifying investment from B/.350,000 permits an application directly for permanent residence under the forestry investor category. A complete application and approval by the migration authority are still required.

These are investment thresholds in Panamanian balboas, not an all-inclusive package price. Government charges, professional fees and project costs must be assessed separately. The separate temporary forestry permit should not be confused with these permanent-residence pathways.

PROJECT AND DOCUMENTATION

Review the investment as carefully as the application

Before selecting a project, review its forestry registration, ownership, land rights, investment agreement, management arrangements, costs and exit conditions. Residency eligibility and the commercial merits of an investment are separate decisions.

The application file

  • Passport documentation, criminal-record certificate, health certificate and the required application forms.
  • Bank evidence of the investment, a certified public accountant’s confirmation, and the relevant corporate, shareholding or contractual records.
  • Forestry registration issued by the Ministry of Environment and the relevant company and property certificates.

For the permanent-residence forestry routes, the SNM requires the investment to remain in place for at least five years, with annual evidence of its continuation. Ending the investment early can lead to cancellation of the residence permit.

COMMON QUESTIONS

Practical points before you decide

Official references: SNM forestry investment requirements and Executive Decree 199 of 7 May 2021. Requirements reviewed on 19 October 2026; confirm the applicable conditions before investing or applying.
Can family members be included?

Eligible dependants may be included subject to review. The SNM checklist specifies an additional B/.2,000 per dependant, which may be justified by a local bank reference. Relationship documents and the individual family circumstances must also be assessed.

How long does the application take?

Timing depends on the selected route, document readiness, investment verification and the authority’s review. We discuss a case-specific schedule after the initial assessment; an investment amount does not guarantee an approval date.

Does an eligible project guarantee residency or investment returns?

No. The migration authority decides the application, and the investment carries its own commercial risks. Project eligibility does not establish or guarantee a particular return.
